Peninsula HOA – Follow-Up Notice Regarding Proposed Zoning Change and Holly Hills Cemetery Road Access
Dear Peninsula Property Owners,
The Board of Directors has continued to research the proposed zoning change and development adjacent to The Peninsula and would like to provide residents with additional information regarding upcoming public meetings and the Board’s current position.
The City of Granbury Planning & Zoning Commission is scheduled to review the applicant’s zoning request on Monday at 6:00 p.m. at:
Granbury City Hall – City Council Chambers

The applicant is requesting a zoning change from Interim Holding to Residential (R-1). Based on the concept plans presented to date, the proposed development appears to consist of a limited number of high-end residential structures and related amenities associated with a private golf-oriented development. At this time, the Board views the proposed residential zoning classification as a positive outcome compared to other potential future land uses that could have been pursued for the property.
However, a separate and significant concern remains regarding the proposed closure of Holly Hills Cemetery Road. Currently, residents exiting The Peninsula through the Yucatan Drive gate have two potential routes of access: Turning toward Holly Hills Cemetery Road; or Continuing along Porter Court to Loop 567. The possible closure of Holly Hills Cemetery Road would effectively eliminate one of those two access points and could impact emergency ingress and egress during situations such as: Traffic accidents, Road blockages, Severe weather events, Utility emergencies, or Wildfire/fire response situations. It is important for residents to understand that the Planning & Zoning Commission meeting concerns only the zoning request. According to information provided to the Board by individuals within Planning & Community Development, the issue of whether Holly Hills Cemetery Road may ultimately be closed is expected to be addressed separately by the Granbury City Council.
Based on the information currently available to the Board, the City Council is expected to consider that matter on June 2 at 6:00 p.m., also at Granbury City Hall.
Members of the Board plan to attend the Planning & Zoning meeting to: Observe the presentation and discussion regarding the proposed development, Better understand the overall project and timeline, and Make it known that The Peninsula has concerns regarding the loss of emergency access and secondary egress routes. The Board also hopes that, through continued discussion and cooperation with the developer and the City, a mutually acceptable solution may be identified that preserves some form of emergency access for Peninsula residents if Holly Hills Cemetery Road is ultimately closed. While such access might rarely, if ever, need to be used, the Board believes maintaining an emergency exit option would be in the best interest of resident safety while still allowing the proposed development to
move forward.
At this time, the Board is not opposing the proposed residential zoning classification itself. Rather, the Board’s primary concern is preserving safe and reliable access for Peninsula residents.
We will continue monitoring the situation and will keep property owners informed as additional information becomes available.
